The 'Bill of Materials' button on the 'Bill of Materials' tab was not functioning properly and has been removed

The Bill of Materials 

button on the 'Bill of Materials' tab was not functioning properly and has therefore been removed. Bills of Materials can be created from the item using the Create BOM  button in the header toolbar.
