New administration setting 'Report (sub)assembly only ready when all materials have been issued'

With the new administration setting Report (sub)assembly only ready when all materials have been issued', it can be configured that reporting quantities ready is only possible if the materials under the assembly or subassembly have been provided. If this has not yet been done, the message "Line 'x' can only be reported ready when all materials have been issued." appears when reporting ready.
