Sections 46 and 47 available for 'VAT Germany'

Sections 46 and 47 have now been added. These sections are used when posting a purchase invoice from another EU country, where the general ledger account has the attribute 'Service'.

Section 46 is a sum of the financial transactions with VAT section 461.
Section 47 is a sum of the financial transactions with VAT section 472.
