Requirement was incorrectly activated after reporting operation ready via Shop Floor

When reporting an operation as ready (time registration based on planning), the material requirement of the corresponding production order was incorrectly activated. The issue was that the system incorrectly marked the material requirement as active when reporting the operation as complete, even if the material was already available. This led to unnecessary material reservations and caused confusion in the planning process. The bug has been fixed and the material requirement is now only activated if the material is not yet available.
