Partial reporting back pick list was not possible if the General group was closed

When partially reporting back a pick list, it sometimes happened that after saving the option to create a new pick list was not given. This is incorrect if the administration setting 'Default handling of Remaining Requirement' is set to 'Put on Pick List'. This problem then occurred if the group 'General' was closed with the action Report Back Pick List. We have improved this.
