Activate subcontracting requirement after financial completion notification

The requirement for subcontracting could still be activated after the production order was financially completed. This led to the situation where the purchase order line could not be processed. We have resolved this. Once a production order is financially completed, the requirement in the production order for subcontracting can no longer be activated and you will receive the message "PO ... hf ... is not in a status where the requirement can be adjusted."
