Improved authorization for updating active bills of materials

For the function Update Active BOMs on items and operations, a separate authorization is now available via the service field s_update_partlist. This allows access to this action to be configured per user. Additionally, the confirmation screen displays the number of BOMs to be updated and the system requests this number to be entered for confirmation.
