The actions 'Approve Invoice' and 'Approve Payment' were incorrectly always visible in the Action List

In the Purchase Orders Action List, the actions Approve Invoice and Approve Payment were always visible, even when these functions were set to inactive in the administration settings. As a result, these functions were incorrectly visible in MKG3 as well.
